Who is allowed to order more keys?
Only the people named on the system's authority list, in writing. That list is set up when the system is created and it is the entire point of the system — if anybody could order a key, the restriction would be decoration.
Do restricted keys need new locks?
Not necessarily. In many cases only the cylinder changes and the existing hardware stays on the door, which keeps the cost and the disruption down.
We live in an apartment and the building key is restricted. Can you copy it?
Not without authority from the owners corporation or building manager, no matter who asks. That is not us being unhelpful — that restriction is the only thing standing between your building's front door and an unlimited number of keys.
